The majority of its population resides in the city of Tucson, its county seat and largest city. Within the Pima County court system, there are key courts such as the Superior Court, Justice Courts, and Municipal Courts. Together, they ensure that the county's residents have access to timely and impartial justice.

The Pima County Municipal Courts, such as those in Tucson, Marana, South Tucson, Sahuarita, and Ovo Valley, have the authority to decide misdemeanor criminal traffic offenses where no injuries occurred and civil traffic cases. They also issue injunctions and search warrants within city or town limits. Furthermore, the Justice Courts in Pima County are located in Green Valley, Tucson, and Ajo. These courts conduct preliminary hearings on all felonies and handle misdemeanors, domestic violence cases, traffic cases, evictions, and civil claims up to $10,000. The Superior Court, on the other hand, has general jurisdiction over most civil and criminal matters. This court also hears probate, family law, and juvenile cases. Lastly, it handles cases that are beyond the jurisdiction of other courts.

The Pima County crime rate shows a need for an effective criminal and court system. The county has a crime rate of 828 incidents per 100,000 population, making it the county with the second-highest crime rate in the state of Arizona. Based on annual data and activity reports, over 330,000 cases are terminated in Pima County annually. The Municipal Courts process over 173,000 cases on average, followed by the justice courts with 122,000 cases. The Superior Court handles approximately 35,000 case dispositions each year. In addition, Pima County court records are available to the public at the courts where they were filed. However, the public is restricted from viewing records relating to probate, juvenile delinquency, and mental health cases. Special Access: A ramp to the building is provided on the southeast corner of the building for persons with disabilities. Handicapped parking spaces are located on all four corners on all levels (A, B and C) of the El Presidio parking garage, next to the elevators. The southeast corner of the garage is closest to the Superior Court building, which is accessible by a ramp and walkway over Pennington Street. The El Presidio parking garage is accessible from Pennington Street on the south side or Alameda Street on the north side. All elevators are ADA compliant.
