Litchfield County, Connecticut

Litchfield County is located northwest of Connecticut with an estimated population of 185,175 people. The county was created in 1751 and named after Litchfield, in England. With a total land area of 945 square miles, this county is Connecticut's largest. The county has had no county government since 1960, hence, there is no county seat. The county is served by the Superior Courts with many Trial Divisions and Probate Courts.

Litchfield County's Superior Courts, located at Bantam, Torrington, and Litchfield Judicial District, have general jurisdiction over all criminal and civil cases. The Criminal Division of the Court hears all felonies and misdemeanor offenses punishable by incarceration. It also handles infractions as well as motor vehicle violations. Meanwhile, small claims of less than $5,000, equity cases, appeals from the Probate Court, and Administrative Agencies' decisions are handled by its Civil Division. Furthermore, the Family Division hears family and domestic matters like divorce, custody, paternity, name change, and child protection. It has a Juvenile Subdivision that hears all juvenile matters, such as juvenile delinquencies, termination of parental rights, and certain misdemeanors committed by minors.

On the other hand, the Probate Courts, located in Litchfield, Torrington, New Milford, Kent Green, and North Canaan, have authority over the probate of wills, administration of the decedent's estates, testamentary trusts, adoptions, guardianships, and conservatorships. In addition, they share jurisdiction with the Superior Courts over paternity, custody, name change, mental health cases, title to property, and other related issues.

Litchfield County has a violent crime rate of approximately 1.66 incidents per 1,000 residents and 16.0 incidents for property crime in a standard year. According to the State of Connecticut Judicial Branch Statistical Report, during the 2023 fiscal year, the Litchfield Superior Court resolved 193 criminal cases, 1,006 small claims, and 733 family cases. All records are open to the public unless those considered confidential by law, such as records on juvenile, personal information, paternity, and adoption cases.
