Middlesex County, Massachusetts
Middlesex County is located in the Commonwealth of Massachusetts. It has a population of 1.62M and is named for Middlesex County in England. It was created by the Massachusetts General Court on May 10, 1643 ranking as the 22nd most populated county in the U.S. and has a county seat in both Lowell and Cambridge. The Juvenile Courts, District Courts, Superior Courts, Probate and Family Court, and Housing Courts serve as the backbone for implementing policies that ensure the smooth governing of the county.
The Juvenile Courts serve different cities. The Cambridge Juvenile Court serves many locations such as Belmont, Cambridge, and Arlington. The Waltham Juvenile Court presides over Newton, Concord, Watertown, Waltham, and Weston. The Lowell Juvenile Court has jurisdiction over places like Ashby, Ayer, Billerica, Boxborough, and Tyngsborough and Framingham Juvenile Court presides over places like Bedford, and Carlisle. Overall, the juvenile courts handle youth offenders, adult crimes, children who require assistance, juvenile cases, and name changes for minors. There are several Housing Courts in various cities. A few of them include the Central Housing Courts (Leominster, Dudley, and Worcester) and Eastern Housing Court (Boston). It hears all disputes relating to the use of residential housing. In addition, it handles matters presented by litigants within its jurisdiction regarding evictions, small claims, breach of contract, and code enforcement actions and appeals of local zoning board decisions that affect residential housing. The Probate and Family Court in Woburn and Lowell handles family law and probate matters. They hear guardianship, estate administration, child support, paternity establishment, custody, and adoption cases and issue disabled person abuse protection orders. There are 12 District Courts. The District Courts hear criminal, civil, housing, juvenile, mental health, and small claims cases in which the amount of money involved in dispute equals $7,000 or less. Finally, the Superior Courts in Woburn and Lowell are the highest courts of jurisdiction and hear serious criminal offenses, civil disputes, equity cases, and appeals from lower courts.
The Case Flow Metrics Report for FY 2023 signifies a significant endeavor undertaken by the trial courts to prioritize resolving backlogged cases due to the covid 19 pandemic. In Boston Municipal Court, District Court, Housing Court, Juvenile Court, Land Court, Probate and Family Court, and Superior Court, 638,886 cases were filed in FY 2022 and 669,407 cases in FY 2023. In 2023, 104.2% of the cases that were filed in 2023 were disposed of and 101.0% of cases filed in FY 2022 were disposed of. Court records can be retrieved from the Clerk in individual courts. These records are stored electronically and can be accessed on the Massachusetts Trial Court Case Access system. Records that are protected from disclosure are probate, juvenile, protective orders, and mental health records.
