Ramsey County, Minnesota

Ramsey County was named after the first governor of the Minnesota Territory, Alexander Ramsey, and has an estimated population of 547,202, making it the second-most populous county in Minnesota. Ramsey County, along with an additional eight counties, was established in 1849, and spans only 170 square miles. Its county seat is in Saint Paul and its court system is comprised only of District Courts.

Ramsey County is part of the second judicial district in Minnesota. District Courts in the county are responsible for handling all types of cases initiated, whether civil, criminal, juvenile, or probate. The court is divided into several divisions that handle cases based on their type. The divisions include the juvenile and family court division, criminal and traffic court division, and the civil division. Four of the five District Courts in the county are located in St Paul, while the last one is located in Maplewood.

The rate of crime in Ramsey County stands at 36.45 per 1,000 residents. According to data from the Minnesota Judicial Branch, the District Courts in Ramsey County hear over 104,000 cases per year. Records from these cases are made available to the public through the Ramsey County Recorder's Office. Interested individuals can obtain the records by searching online through the Access Case Records portal. However, the portal only provides access to recent cases. To access records from older cases, interested persons have to visit the Records Office in person to search the public access terminals or visit the courthouse to request the records. Furthermore, while most records are accessible to the public, the following records are designated as confidential and restricted from public access: adoption records, guardianship records, child protection records, test results, and treatment results from sexually transmitted diseases (STDs), additional medical and mental health records, personal identifying information, sexual offenses, etc. Access can be obtained though through an additional process with an in-person visit with the Clerks' Office. Special permission for an authorized personnel member or a court order would be required to gain any type of access to such records.
