Lea County, New Mexico

Lea County is located both north and west of the state line of Texas which puts it in the southeastern corner of New Mexico. Additionally, it was established in 1917 and named in honor of Captain Joseph Calloway Lea. The county occupies a land area of 4,391 square miles and is home to over 73,100 residents. Its government seat is Lovington City and its largest city is Hobbs. Part of the 2nd Congressional District, residents of Lea County are served by a District Court, a Magistrate Court, a Probate Court, and Municipal Courts.

The Lea County District Court is a trial court of general jurisdiction with the authority to hear several cases, including contract disputes, torts, estates, domestic relations cases, mental health proceedings, and appeals of administrative hearings. It also adjudicates juvenile matters and contested probate cases to the exclusion of other courts in the county. The Magistrate Court is a court of limited jurisdiction. It handles felony preliminary hearings, misdemeanor offenses, driving while intoxicated (DWI), and civil actions involving up to $10,000. Other cases within the court's authority include landlord-tenant disputes, torts, and traffic violations. The Probate Court specializes in informal probate cases and uncontested estate matters. The Municipal Courts handle municipal ordinance violations, petty misdemeanors, and traffic offenses. Cities with Municipal Courts include Eunice, Hobbs, Jal, Lovington, and Tatum.

According to the New Mexico Judiciary Annual Report, the District Court handles over 11,000 caseloads annually, with a case disposition rate of over 100 percent. Likewise, Lea County has a violent crime rate of 439 incidents per 100,000 people. Each court in the county has a Clerk's Office that maintains and grants public access to case records. Interested parties can obtain Lea County court records by requesting them from the relevant Court Clerk or using the online Case Lookup Portal. Furthermore, some case records, like adoption and juvenile records, medical and mental health records, or personal identifying information, are considered confidential and sealed in Lea County. Consequently, they are not accessible to the public without a court order or special permission which can be obtained by a personal visit with the County Clerk's Office.

Parking: There is no parking at the courthouse itself (except for handicapped individuals with proper documentation). You cannot park at any businesses or private residences. Most businesses and residential homeowners will tow your vehicle. The Court will not be responsible if your vehicle is towed.
Restrictions: The following items shall not be brought into the building: firearms, knives (including small pocket knives), scissors or anything with a cutting edge, no tools, any type of spray, no drugs or drug paraphernalia, or any other item identified as a weapon by the security personnel. No photographic or audio-visual equipment of any type including cameras, video or audio recorders or players are allowed without prior court approval. All cell phones must be turned off before entering a courtroom. House shoes and shower shoes are not permitted. Sandals are permitted. Flip flops are not allowed in the courtrooms. No person shall wear shorts, tank tops, halter tops, muscle shirts, sweat pants, or anything exposing the midriffs or underwear. No person shall wear clothing that displays gang symbols. Hats, ball caps and sunglasses shall be removed upon entry into the Courthouse. No pets are allowed in the Courthouse (exception: dogs assisting vision or medically impaired individuals). Individuals are not permitted to enter the courtroom with food or drink. Parties should refrain from chewing gum while their case is being litigated. Use of tobacco and E-Cigarette products are prohibited inside the Courthouse.

About / Additional Info: The Fifth Judicial District is one of the largest districts in the State of New Mexico. In 1905, Lincoln and Socorro Counties became part of the Third Judicial District leaving Chaves, Eddy and Roosevelt Counties as the Fifth Judicial District. In 1909, Curry County was created and added to the district. In 1917, Lea and DeBaca Counties became part of the district. In 1921, Curry, Quay, Roosevelt and DeBaca Counties became the Ninth Judicial District, leaving Chaves, Eddy and Lea Counties as the Fifth Judicial District.
