Pulaski County, Arkansas
Pulaski County was formed as the fifth county in Arkansas in 1818. December 15th to be extact and was named for Brigadier General Casimir Pulaski. Being the most populous county within the state or Arkansas, the county had a population of 3998,322 in 2022. Little Rock, which is the state's capital, also serves as the county seat. In Pulaski County, all criminal and civil matters are handled by the Circuit Courts and a District Court.
Within the state court system, Pulaski County Circuit Courts are trial courts of general jurisdiction. For this reason, they handle a wide range of both criminal and civil matters. Circuit Courts hear felonies, misdemeanors, personal injury lawsuits, complex civil lawsuits, family-related cases, and probate matters. Furthermore, the Circuit Court also holds hearings for juvenile delinquency matters, paternity cases, truancy, and juvenile dependency cases in its Juvenile Division, which is located in Little Rock. The Pulaski County District Court has county-wide jurisdiction over civil actions of less than $5,000, preliminary felony cases, and misdemeanor cases. This court also has special departments in charge of traffic-related matters and small claims.
More than 50,000 offenses are reported in Pulaski County every year, according to Arkansas crime statistics. Each year, over 25,000 offenses categorized as crimes against property are reported in Pulaski County. Additionally, members of the public can access court records maintained by the Pulaski Circuit and County Clerk. However, the Clerk cannot provide records that are sealed by court order, adoption records, grand jury minutes, or unpublished drafts of judicial or quasi-judicial decisions. To access publicly available records, interested persons may visit the office of the clerk from Mondays through Fridays between 8 a.m. and 5 p.m. Alternatively, the ARCourts website allows users to look up court records remotely by providing a case number or citation number. For access to sealed records, special permission or court order is required, which and in-person visit with the Clerk can assure you are guided on the proper procedure to do so.
The Circuit and District Courts make up the court system in Pulaski County. The Circuit Court manages serious offenses and complex litigation, and may also hear appeals from the District Court. The District Court deals with less complex matters, including traffic and small claim matters. Lastly, the county's court records are available both at the County Clerk's Office and remotely through the Arkansas judiciary resource.
