Tom Green County was founded in 1874 and named in honor of Brigadier General Thomas Green. The county is home to San Angelo City, which is the largest city and county seat. The county's trial court system consists of District Courts, County Courts at Law, Justice of the Peace Courts, and a Municipal Court.

Tom Green County is home to four District Courts namely the 51st, 119th, 340th, and 391st District Courts. These courts have broad authority to handle felony criminal offenses, divorce, title-to-land cases, election disputes, and civil claims involving $500 or more. The County Courts at Law exercise jurisdiction over misdemeanors, civil claims, child support, wills, trusts, guardianships, and cases involving minors.
