Okmulgee County was formed from Muskogee land on July 16, 1907, and it is part of the Tulsa, Oklahoma metropolitan statistical area. The name Okmulgee derives from the Hichita word “okimulgi” which has the meaning of boiling waters. As of July 2023, an estimated population of 37,035 people live in the county, and its county seat is Okmulgee. The county's Municipal and District Courts promote community safety and ensure that justice is accessible to the county's residents.

The Okmulgee County Municipal Courts are statutorily authorized to handle city ordinance violations, misdemeanors, juvenile offenses, traffic violations, and animal control issues. Within the county, there are five different geographical locations for the Municipal Courts. Those are located in the following: Beggs, Dewar, Morris, Henryetta, and Okmulgee. Unlike Municipal Courts, the Okmulgee County District Court holds hearings for both civil lawsuits and felony crimes. This court has general jurisdiction over all criminal and civil matters and can review municipal court rulings. The District Court presides over cases relating to contract disputes, drug trafficking, theft, estate administration, juvenile delinquency, and property disputes.

Okmulgee County had a crime rate of 40.44 per 1,000 people in the year 2021. The offenses reported in the category of crimes against property were significantly higher than in other categories. The court clerk, who receives all case filings, is also responsible for maintaining court records. Court records are available through the Clerk's office or on the On Demand Court Records (ODCR) website, but exclude domestic violence records, juvenile records, and sealed records due to the sensitive information they contain. If by chance access to these types of records is needed, it may require a special court order or permission which can be handled within the Clerk's office.

The Okmulgee County District Court is directly responsible for addressing the majority of the legal issues faced by the residents, which include civil disputes, serious crimes, minor offenses, and appeals. On the other hand, the Municipal Courts address ordinance violations that occur within their geographical locations. This two-tiered court system has worked for this county and shows how justice and safety can be provided to Okmulgee County in an efficient and effective manner. With the population continuing to grow within the county, the court system plays an integral part in encouraging people to call it home.
