Rockwall County, Texas

Rockwall County was formed in 1873 from portions of Kaufman County. It is the smallest county in Texas by land area. The county and city are named after a wall-like subterranean rock formation that runs throughout the county. It is the sixth wealthiest county in Texas and its government seat is the City of Rockwall serving a population of 110,631 through its numerous courts. The court system in Rockwall County consists of the District Courts, a Constitutional County Court, two County Courts at Law, Justice Courts, and Municipal Courts. They are in different judicial locations and have Court Clerks and other court officials helping to provide restorative justice. These officials help to reduce workload while ensuring a fair court system is achieved. These courts have the best interest of the public at heart.

The 382nd and 439th District Courts located in Rockwall operate a general jurisdiction over felony criminal, juvenile, and family law cases as well as cases filed by the Texas Department of Regulatory Services. The County Courts at Law 1 & 2 in Rockwall appoint guardians, try family disputes, juvenile offenders, and misdemeanor crime cases. The Constitutional County Court handles Class A and B misdemeanors. It has concurrent jurisdiction with Justice of the Peace Courts and District Courts in civil cases with small amounts in controversy. Justice of the Peace Precinct 1, Justice of the Peace Precinct 2 (serves Southwest Rockwall County), Justice of the Peace Precinct 3, and Justice of the Peace Precinct 4 are located in Yellowjacket lane, Rockwall, they handle traffic citation, evictions, small claims, and debt claim cases. In addition, a Justice of the Peace issues search warrants, serves as a Trial Court Judge for Class C misdemeanors, and holds preliminary hearings. The Municipal Courts help to restore order and create a safe and sane environment for residents. The Fate Municipal Court, Heath Municipal Court, MacLendon-Chisholm Municipal Court, Rockwall Municipal Court, and Royse City Municipal Court are presided over by judges who prevent municipal (city, town, and village) ordinance and by-law violations.

More than 931,669 cases were filed statewide in the District Courts and 865,231 disposed cases in a 2018 report. The numbers of filings and dispositions declined over the last 5 years in Constitutional County Courts. A total of 53,622 cases were examined and 50,127 disposed cases. In order to maintain the integrity of legal proceedings, the public are not allowed to view adoption and juvenile treatment records but are accessible to authorised users or by court order.

About / Additional Info: Rockwall County has two District Courts, the 382nd and the 439th.District courts have original jurisdiction in all felony criminal cases, divorce cases, cases involving title to land, election contest cases, civil matters in which the amount in controversy (the amount of money or damages involved) is $200 or more, and any matters in which jurisdiction is not placed in another trial court.
